AICitizen grievance and public service platform
Zxseva collects citizen grievances from WhatsApp, phone, app and walk-ins, uses AI to send each one to the right department, tracks every deadline, escalates delays, and shows the public what has been resolved.
One queue for every way a citizen reaches you
Platform
Each grievance moves through the same seven modules, in the same order, with a clock running. Officers always know what is on their desk. Senior officers always know what is late. Citizens always know where their complaint stands.
WhatsApp messages, voice notes and photos, helpline calls, app and web complaints, and walk-in registrations arrive in a single queue, each with a grievance number.
A photo, a location and a number. Citizens follow every step and reopen with one tap if it is not fixed.
Track grievance
Each grievance is classified by department, ward, type and urgency. Ten complaints about the same broken pipe become one case, so the field team fixes it once and every citizen hears back.

#G-8790 Water leakage, Ward 7
Grievances received and resolved by ward and department, time to resolve and on-time rate. No names, no phone numbers, only the work.
Ratings, reopened grievances and satisfaction trends for every officer and ward.
Open counterReopen in one tap. A closure the citizen rejects goes back to the same officer with a fresh deadline.
Built for the field. The officer app saves photos offline and syncs when the signal returns.
How it works
A citizen sends a 14-second voice note and a location pin on WhatsApp.
Grievance G-8843 is created and the citizen gets the number on WhatsApp within seconds.
AI Sorter reads it as Electrical, Ward 12, streetlight, medium urgency. The Junior Engineer gets it with a 48 h deadline.
The officer checks in at the pole. The app records time and distance from the citizen’s pin.
Before and after photos and a closure note are attached. The citizen is told in their own language.
Rated 4 of 5. Had they marked it not fixed, the case would have reopened with the same officer and a fresh deadline.
Solutions
Sanitation, water works, roads, streetlights, property tax, building permissions and health, across every ward.
Grievances from tehsils, blocks and Jan Sunwai days, routed to the right line department and tracked by the District Magistrate’s office.
No supply, low pressure, contamination, leakage and sewer overflow, mapped to zones and pipelines.
Outages, billing disputes, meter faults and new connection delays, with feeder and division routing.
Accountability
Public service runs on trust. Zxseva keeps a permanent, time-stamped register of who received a grievance, who changed it, who closed it and what the citizen said.
Name, mobile number and address are visible only to officers handling the grievance. They are never shared or sold, and never shown on the public dashboard.
Officers can correct the AI Sorter. Each reassignment is logged with who changed it, when, and why, so no case quietly changes desks.
Escalations and closures are time-stamped. Field closures carry geo-tagged before and after photos that the citizen can see.
Data is encrypted and hosted according to your requirements: government-empanelled cloud, State Data Centre, or on-premise.
Integrations
Zxseva sits in front of the systems you have, not instead of them. Nothing needs to be switched off on day one.
FAQ
Answers to what commissioners, department heads and IT teams ask us most.
Citizens can write or speak in their own language. Voice notes and messages are transcribed and translated, so officers read every grievance in their working language, while every reply goes back to the citizen in the language they used. Languages are switched on per city, based on who you serve.
Yes. Your toll-free number and call centre stay as they are. Calls are logged straight into the Grievance Inbox through an IVR or call-centre connector, and agents see the citizen’s earlier grievances on screen while they talk.
Yes. A citizen can call the helpline, give a missed call to receive a callback, send an SMS, or visit a ward office where staff register the grievance for them. Every status update and the closure message reach them by SMS.
Inside India. You can choose a government-empanelled cloud region, your State Data Centre, or your own servers. Data is encrypted in transit and at rest, and access is limited to officers by role, ward and department.
Yes, and we recommend it. Most cities begin with one department such as sanitation, water works or electrical, or with a cluster of up to 20 wards. Other departments are added later without migrating any data.
Usually two to three weeks. We need your ward boundaries, the list of grievance types, the officers responsible at each level and the deadlines you want to keep. The 60-day pilot clock starts on the day the first citizen grievance arrives.
